The government has decided to stop hiring new individuals on a contract basis.
The Ministry of Land Management, Cooperatives, Federal Affairs, and General Administration issued a circular stating that no new contract employees will be recruited. Necessary manpower will instead be managed from among contract employees already in the government’s pool.
According to the circular, if contract employees are needed for newly established agencies or vacant approved positions, new individuals cannot be appointed.
In such cases, the agency concerned will have to request contract employees from the pool through the Ministry of Federal Affairs and General Administration. The employees will then be assigned work after signing a contract agreement.
Even after the organization and management survey is approved, the agency concerned may deploy employees from the existing pool according to its needs.
A few days ago, contract employees had launched protests, claiming that the government was preparing to remove them from their jobs. The protests were suspended after the Office of the Prime Minister and Council of Ministers said that there was no plan to remove the employees.
The government will prepare a new proposal within a month for the long-term management of contract employees.
The Ministry of Federal Affairs and General Administration has been assigned responsibility for preparing the proposal.
According to the circular, the government will study how to manage contract employees who remain in the pool.
It also states that minimum standards will also be set for the perks and benefits to be included in future contracts with contract employees.

Similarly, the circular states that the minimum manpower required by agencies undergoing merger or dissolution will be managed from among the currently working contract employees.
