The central committee meeting of the Nepali Congress has decided to form four committees.
The party has decided to form a constitution amendment study and suggestion committee under the leadership of Vice-president Pushpa Bhusal.
“The Nepali Congress holds the primary responsibility for the protection and implementation of the Constitution of the Federal Democratic Republic of Nepal, which was drafted through the historic Constituent Assembly under its leadership. As the Constitution is a dynamic and evolving document, it is a natural democratic process for it to be amended and updated in a timely manner in line with the sentiments of the citizens,” the committee’s decision states.
“The Nepali Congress is clear that it is necessary to amend the Constitution and formulate corresponding laws to enhance the Nepali public’s sense of belonging and ownership and for good governance and effective service delivery, all while ensuring that the fundamental values of the Constitution, the federal system of governance, civil rights and freedoms, and the principle of proportional inclusion are expanded rather than restricted."
Acting Chief Secretary Krishna Prasad Dulal said that the meeting decided to form the constitution amendment study and suggestion committee, with party Vice-president Bhusal as coordinator and including experts, to study the constitutional amendments and provide necessary recommendations.
“The committee will engage in dialogue with all provinces, all regions and levels, and communities to form the party’s position. Accordingly, the party will take the initiative for a national dialogue involving other stakeholders, civil society, experts and political parties to build a common national position,” the decision states.
The party has also decided to form a central election committee to conduct elections for all levels and bodies of the party during the 15th general convention.
Senior advocate Prem Bahadur Khadka, former president of the Nepal Bar Association, has been appointed as coordinator of the election committee. Party President Gagan Thapa has been authorized to select and appoint four additional members to the committee.
The party has also decided to form a study committee with Joint General Secretary Uday Shamsher Rana as its coordinator. The committee will study the membership, conventions, statutes and activities of Nepali Congress public liaison committees in various countries and submit its suggestions within ten days to ensure uniformity in their statutes and to guarantee the holding of their conventions.
Similarly, a central accounts committee has been formed under the leadership of Bharat Kumar Shah.
The central committee has authorized party President Thapa to appoint four expert members to the accounts committee.
