The Supreme Court has summoned both parties for a discussion on a writ petition filed by Mukul Dhakal claiming to be the general secretary of the Rastriya Swatantra Party (RSP).
On Thursday, a bench of Justice Kumar Regmi issued an order to call both sides for a discussion, according to Nirajan Pandey, the court’s information officer.
On Tuesday, July 1, both sides will discuss whether Dhakal is the RSP’s general secretary as per his claim.
On Wednesday, Dhakal filed a petition in the Supreme Court, asserting that he remains the general secretary of the RSP and that the party’s decision to expel him was wrong.
Last week, the Election Commission provided details stating that Dhakal was still listed as the general secretary of the RSP.
"Regarding the subject matter, based on your application registered with this Commission on June 18, 2025, the details of office-bearers and members of the Rastriya Swatantra Party (RSP) central committee were last updated on April 2, 2024. No further updates have been recorded since then," the commission said in a letter to Dhakal.
The Election Commission had updated the details of 13 office-bearers and 5 members of the RSP central committee April 2, 2024. These updates were based on a meeting of the RSP held in Jaleshwar, Mahottari, from November 27 to November 29, 2023, where changes to office-bearers and members were made and subsequently reported to the Election Commission.
On August 27, 2024, the RSP secretariat meeting took action against Dhakal, removing him even from general party membership. However, this decision was not updated with the Election Commission.
After the Election Commission recognized Dhakal as the general secretary, the RSP drew the commission’s attention to the issue. Subsequently, the RSP central committee meeting held on June 21 appointed Kabindra Burlakoti as the party’s general secretary. Burlakoti was the party’s acting general secretary before that.
