The Supreme Court (SC) on Thursday has ordered the government to make public the report of Giris Chandra Lal Commission formed to investigate atrocities during the movement in the plains at the time of Constitution promulgation.
Advocate Shashidhar Pandey had moved the SC a year ago demanding that the report be made public. A joint bench of Chief Justice Cholendra Shumsher Rana and Justice Sapana Malla Pradhan hearing that petition has ordered the government to make the report public.
The movement in the plains just before promulgation of the Constitution in September 2015 and after the promulgation took many lives. The government on September 18, 2016 formed the commission headed by former SC justice Lal to probe the atrocities during the movement.
The commission submitted the report to the then prime minister Sher Bahadur Deuba on December 15, 2017 but it has yet to be made public.
The House has already instructed the government to make the report public but to no avail.
Rastriya Janata Party Nepal (RJP) in April had obstructed the House demanding the report be made public. Law Minister Bhanubhakta Dhakal had told the House then that the report would soon be made public but the government has not done so yet.
