The all-party meeting called by
Prime Minister (PM) Sher Bahadur Deuba Friday morning to end the current political stalemate has failed to reach any conclusion with the leaders standing firm on their respective stance.
Senior Nepali Congress (NC) leader Ram Chandra Paudel told mediapersons that NC demanded that the ordinance about election of the National Assembly stuck with the President should be issued.
The ordinance states that the election for National Assembly will be held in Single Transferable Vote system. But the largest party in the new parliament CPN-UML has called the system unconstitutional.
UMLChairman KP Oli repeated in the meeting that the Constitution does not mention Single Transferable Vote system, according to NC leader Bimalendra Dahal. "UML Chairman Oli during the meeting called the ordinance about election of National Assembly unconstitutional while we maintained our stance that the ordinance is not constitutional and must be issued," Nidhi stated.
UML Chairman Oli ha been urging PM Deuba to pave the way for formation of the new government by quitting. CPN (Maoist Center) has also urged PM Deuba to create an environment for formation of the new government.
Rastriya Janata Party Nepal (RJP) and
Federal Socialist Forum Nepal (FSFN) also supported the ordinance sent to the President's Office for authentication. Member of the chairmen council of RJP Mahantha Thakur said the election for National Assembly should be held in Single Transferable Vote system.
Only five parties that managed to become a national party through the recent parliamentary elections were invited for the meeting. The parties include CPN-UML, NC, CPN (Maoist Center), Rastriya Janata Party Nepal (RJP) and Federal Socialist Forum Nepal (FSFN). The parties must win at least one seat in the first-past-the-post (FPTP) electoral system and secure at least three percent popular votes in the proportional representation (PR) system to become a national party.
The meeting was called to end the current political impasse. The left alliance has been demanding that the Election Commission (EC) should announce the final results of House of Representatives (HoR) and send that to the President’s Office before formation of the National Assembly.
The government and NC insist that the EC can determine the number of women each party will have to send to the HoR only after formation of the National Assembly.
The next government cannot be formed until the EC sends the final results of HoR to the President’s Office.
