Kishore Thapa, a former secretary of the Government of Nepal and a senior urban planner, has been appointed as the chairman of the Tribhuvan University (TU) Service Commission.
The secretariat of Education Minister Sasmit Pokharel confirmed that Prime Minister and Chancellor of Tribhuvan University, Balen Shah, appointed Thapa to the position.
Additionally, Prof Dr Regina Maskey has been appointed as a member of the commission.
According to the secretariat, these appointments were made with the objective of making the TU Service Commission more effective, transparent, and conducive to recruiting qualified human resources.
The appointment followed a recommendation from a selection committee led by Pro-Chancellor and Minister for Education and Sports, Sasmit Pokharel. The committee evaluated applications, conducted assessments, and held interviews before recommending three candidates to the chancellor, who subsequently selected Thapa for the chairmanship.
The recommendation committee had invited applications from qualified individuals for the post of Service Commission chairman in May. Following the prescribed procedures, candidates were evaluated based on their qualifications, experience, leadership abilities, and performance.
Thapa, widely recognized as an architect and urban planner, served the Government of Nepal for over four decades in various capacities. During his tenure as secretary, he worked in several ministries and bodies, including the Ministry of Urban Development, the Ministry of Education, the Ministry of Culture, Tourism and Civil Aviation, and the Water and Energy Commission Secretariat.
He played a leadership role in the formulation and implementation of significant policies and programs, such as the National Housing Plan, the National Urban Development Strategy, the Technical Education and Vocational Training (TEVT) policy, and Nepal Tourism Year 2011.
Furthermore, he contributed as an expert member of the steering committee of the National Reconstruction Authority following the 2015 earthquake. Prior to this appointment, Thapa was associated with the Nepal Institute of Urban and Regional Studies as an urban planning expert and served as a visiting faculty member at Kathmandu University.
