The National Human Rights Commission (NHRC) has said that it does not provide the government with the full text of its investigation reports.
During a question-and-answer session in the House of Representatives on Sunday, Prime Minister Balendra Shah had said that the NHRC’s full investigation report on the Gen Z movement had not yet reached the government. The NHRC had submitted its recommendations related to the investigation to the government on May 27.
“Although a 29-page section has arrived, we have heard that the full report is around 10,000 pages long, and that report has not reached us yet,” PM Shah had said, responding to lawmakers’ queries on Sunday. “Once it arrives, we will definitely make it public. There are reports from commissions regarding various incidents across the country. All of them will be studied by a committee. It will take whatever time they need to study. It is not possible for us to tell them to complete the review in just two days."
The NHRC had also made the 29-page recommendation section public through its website.
When asked about the prime minister’s statement that the report had not been received, NHRC’s Information Officer Shyam Babu Kafle explained that it is not the commission’s practice to provide governments with the full text of investigation reports.
“The commission sent the report in the same manner as it has always done. To date, the commission has never sent the full text of any investigation report. What we send are recommendations based on the facts discovered by the commission,” he said.
However, Kafle noted that if the government faces difficulties implementing the recommendations, it can correspond with the commission.
"If it becomes difficult to implement the recommendations, the government can write to us. In such cases, the commission can assist by making appropriate decisions, while keeping the protection of victims and witnesses in mind," he said.
The recommendations released by the commission also name lawmakers from the ruling Rastriya Swatantra Party (RSP).
