President Ram Chandra Paudel has issued another ordinance.
On Sunday, President Paudel issued the Ordinance to Amend Some Nepal Acts, 2026.
Prior to this, the president had already issued seven ordinances as of Saturday.
However, he has sent the ordinance related to the Constitutional Council back to the government for reconsideration.
"The ordinance lacks a provision for appointments based on a majority system. The president has repeatedly returned the ordinance in the past because this provision was missing; this is a continuation of that stance," a source said. "All other ordinances have been issued."
The source added that the ordinance is being returned to ensure the protection and continuity of the Constitution.
The Constitutional Council consists of six members, including the prime minister.
The government had proposed a provision allowing decisions to be finalized by just three members, including the prime minister.
The president has repeatedly returned the ordinance, stating that such provisions contradict the Constitution and the principal law governing the Constitutional Council.
The president had also invited constitutional experts to Sheetal Niwas for discussions on the ordinance.
Opposition parties, including the Nepali Congress, had urged the president not to promulgate the ordinance.
Meanwhile, the president has already issued the Ordinance to Amend Some Nepal Acts Related to Health Science Academies, 2026; the Ordinance on Special Provisions Related to the Removal of Public Officials from Office, 2026; and the Ordinance to Amend Some Nepal Acts Related to Universities, 2026.
Before that, ordinances related to cooperatives, public procurement, and money laundering were also issued.
