The Federal Parliament Secretariat has stated that preparations are being made to call a meeting of the House of Representatives (HoR) immediately after the Election Commission releases the final results.
Article 93 of the Constitution of Nepal specifies the provisions for the summoning and prorogation of sessions of Parliament. According to this provision, the President must summon a session of the Federal Parliament within 30 days of the date the final results of the HoR election are announced. Although the Constitution mentions a 30-day window, Secretariat Spokesperson Ekram Giri informed that the Secretariat has historically not delayed calling a meeting for more than one or two weeks.
"The Secretariat calls for a parliament meeting by giving the newly elected MPs about 10 days to arrive in Kathmandu. In the meantime, the senior-most member takes an oath from the president and then administers the oath to the other MPs," he said.
Spokesperson Giri further informed that there is a legal provision for the senior-most member to fulfill the role of speaker until the election of the speaker is held. "The first meeting of Parliament announces the election for the speaker. Additionally, names of three MPs from each party are requested and approved to fulfill the role in the speaker's absence. In the first meeting held thereafter, ordinances are presented if there are any," he said.
