The committee formed to investigate the errors in the Federal Civil Service Bill has pointed out that Ramhari Khatiwada, chairman of the House of Representatives’ State Affairs and Good Governance Committee, failed to fulfill his responsibilities.
In the report submitted to Speaker Devraj Ghimire on Tuesday by the inquiry committee’s chairman, Jeevan Pariyar, it is stated that Khatiwada, despite being primarily responsible for the Federal Civil Service Bill report, did not discharge his duties responsibly.
“The report, presented to the House with the chairman’s signature, indicates that the chairman, who holds the primary responsibility of the committee, did not fulfill a responsible role regarding the serious errors found in the draft,” the report states.
Similarly, the report notes that Secretary Suraj Kumar Dura, who was involved from the beginning in the subcommittee and committee meetings and also played a role in drafting the report, also failed to fulfill his responsibilities.
The House committee passed the report on May 16, and joint secretaries received the bill’s report on May 20. The report mentions that no attention was paid to correcting the errors found in the report by informing the authorities.
The inquiry committee said in its report that Khatiwada should bear political and moral responsibility for the errors, while employees should bear official and legal responsibility.
“As serious errors were found in legal consistency between sub-clauses (4) and (5) of Clause 82 of the bill, political figures should bear political and moral responsibility, and employees should bear official and legal responsibility. This committee’s suggestions and conclusions are in accordance with that,” the report states.
