CPN lawmakers in Province 3 have threatened to reject the party decision to make Hetauda the provincial capital.
They have claimed that the decision cannot be endorsed despite the ruling party having two-third majority in the province.
"We have our own parliamentary party and the majority of lawmakers do not want to make Hetauda the capital despite the party instruction," provincial assembly member Laxman Lamsal told Setopati. "There will be no two-third majority when CPN lawmakers are against making Hetauda the capital. Failure to endorse it will prove that the party decision was wrong."
Secretariat meeting of the ruling CPN on Sunday had decided to name the province Bagmati and make Hetauda of Makwanpur the capital.
Lamsal stated that the party decision to fix the name and capital of the province is not just unconstitutional but also impractical. "It is the provincial assembly's task to fix the province name and capital. The party decision, therefore, is unconstitutional," he argued. "A government of one level cannot violate the rights of the another level when the country has adopted federalism. The spirit of Constitution calls for cooperation, coordination and coexistence of all three levels."
He stressed that the provincial lawmakers can coordinate with the party leadership but cannot accept instructions.
He claimed that Hetauda will not be appropriate for the majority of people in the province. He added that Kavre will be the most appropriate pick for capital on all accounts when Kathmandu Valley cannot be picked as one. He reiterated that Kavre would be the best pick also because it borders eight of the 13 districts in the province.
