The ruling CPN is preparing to expand its organization abroad by secretly distributing party membership.
Central member Yuvaraj Karki said a special expatriate committee is being formed as per article 50 of the party statute in a way that the identity of members are kept confidential. Karki is a member of four-strong task force formed under secretariat member Narayan Kaji Shrestha and including central members Binda Pandey and Yuvaraj Chaulagai to prepare guidelines for expat committee.
"Some countries do not like communists. We have, therefore, proposed to keep the identity confidential to ensure that the livelihood of those staying abroad is not affected merely for taking party membership," Karki told Setopati.
He revealed that the expat committee will start to function once the proposals are endorsed by the secretariat.
The task force has proposed Expat Nepali Unity Forum as the name of the overseas special bureau and it will have CPN central members as chief and deputy chief. The forum will have the status equal to provincial committees of the party.
The task force has also proposed regional coordination committees in India, West Asia, East Asia, Europe, America and Oceania. It has also proposed that the chairperson and secretary of the national committee are included in the regional committees apart from that in India and Oceania. It proposes that central members of the party should be made incharge of the committees in India and Oceania.
The committees, despite being formal party organization, will not use the party flag and statute during meetings, and will work as social organizations.
The erstwhile CPN-UML and CPN (Maoist Center) also had their respective expat committees. While the Maoist committee functioned as party organizations, the UML one worked as social organization.
CPN is also preparing to distribute membership to only those expats who fully pay levy to the party. Expat committees are considered an important source for finances necessary for running the party.
