The Public Service Commission (PSC) will move the recruitment process for over 9,000 local level staffers forward after the Supreme Court (SC) refused to issue interim order to stop it.
The SC on Monday refused to issue interim order in writ petitions demanding revocation of the PSC's vacancy announcement claiming it is against the principle of inclusion.
The PSC had invited applications for 9,162 staffers for local bodies across the country on May 29 in accordance to the details provided by the Ministry for Federal Affairs and General Administration following demands from the local bodies.
The State Affairs Committee of the parliament has already instructed to stop the recruitment process deeming it to be not inclusive as guaranteed by the Constitution. There was confusion about the status of the recruitment process following the instruction by the parliamentary committee.
Three writ petitions were filed in the SC demanding revocation of the recruitment process stating that the announced vacancy for technical and non-technical staffers was not in the right proportion--55 percent open and 45 percent inclusive--as per the principle of inclusion.
A joint bench of Justices Hari Krishna Karki and Ananda Mohan Bhattarai refused to issue interim order stating that over 400,000 persons have already applied for the jobs and issuing one would deny them their rights to compete. "Over 400,000 including over 150,000 from inclusive group have applied in accordance to the advertizement and it is not appropriate and necessary to issue interim order through the public interest litigation in a way that restricts their rights to compete," the SC stated.
Section Officer at the PSC Narayan Prasad Pokharel said a total of 435,191 persons have applied by 11:45 Tuesday morning. The deadline for application by paying double fees expired on Tuesday.
The PSC has moved the process forward to complete the recruitment process in five months. The PSC will now hold examinations in August, September and October. Interviews are scheduled for October, November and December.
PSC Secretary Umesh Prasad Mainali said the process has been moved forward in accordance to the schedule. He stated that there is no need to stop the recruitment process as it issued the advertisement in accordance to the Constitution.
The federal government had sent 42,000 staffers out of the 66,908 vacancies while integrating the staffers for local bodies last March.
The PSC has initiated recruitment process for over 9,000 posts out of around 23,000 vacant positions.
