The main opposition Nepali Congress (NC) did not allow Prime Minister (PM) KP Sharma Oli to address the issue of guthi bill in the parliament on Tuesday.
NC lawmakers encircled the rostrum immediately after PM Oli reached there to start his speech and continued to chant slogans. He watched the opposition lawmakers for some time before bowing his head down in frustration.
Speaker Krishna Bahadur Mahara repeatedly urged the NC lawmakers to hear what PM Oli has to say but to no avail. They insisted that main opposition leader Sher Bahadur Deuba be allowed to address first.
Speaker Mahara then adjourned the House until Wednesday as NC lawmakers looked intent on stopping PM Oli from speaking.
PM Oli has made up his mind to put the guthi bill on hold for now, according to a CPN source. He is focused on the issue of resolving the problems created by the bill since his return from Europe on Sunday.
He held discussion with Minister for Land Management, Cooperatives and Poverty Alleviation Padma Aryal and elected representatives of the party from the party who are against the bill on Monday. "PM Oli, who has listened to the arguments of both the sides, will try to resolve the issue by addressing the parliament today," the party source had added before Oli went to the House.
Oli on Monday had assured the guthi bill will be seriously discussed in the Cabinet. But he did not convene the Cabinet meeting and instead decided to address the issue in the parliament.
