The Ministry of Land Management, Cooperatives, Federal Affairs, and General Administration has sought clarification from 23 local levels that failed to present their annual policies, programs, and budget for fiscal year 2026-27 to their respective assemblies within the stipulated timeframe.
According to the secretariat of Minister Pratibha Rawal, the ministry has written to various rural municipalities and municipalities, directing them to submit a detailed explanation, within three days, regarding the status of their budget formulation process and the reasons for the delay.
The official letter issued by the ministry states that under the Local Government Operation Act, 2017, and the Intergovernmental Fiscal Management Act, 2017, local levels must have their revenue and expenditure (budget) approved by the executive and presented to the assembly by Ashadh 10 (June 24), and passed by the end of Ashadh (mid-July).
The ministry stated that based on data entered into its portal and received reports, some local levels were found to have failed to present the budget for fiscal year 2026-27 within the legally mandated deadline. Consequently, they have been asked to provide the necessary justification.
The ministry has asked the local governments to explain the current stage of their budget formulation process, the reasons for the failure to present the budget to the assembly within the stipulated deadline, and whether any additional coordination or facilitation from the ministry is needed.
Additionally, the ministry has requested that these local levels provide their upcoming assembly schedules to ensure they are able to pass the budget by the end of Ashadh.
The ministry said that the initiative is intended to ensure that local governments complete the budget formulation process on time and fully comply with legal requirements.
