Home Minister Sudan Gurung is set to table three ordinances during the first meeting of the House of Representatives (HoR) starting on Thursday.
According to the tentative agenda, he will table the Voters List (First Amendment) Ordinance 2026, the House of Representatives Member Election (First Amendment) Ordinance 2026, and the Nepal Special Service (Second Amendment) Ordinance 2026.
Before that, the eldest member (acting speaker) of the House, Arjun Narsingh KC, will read out the letter from the president regarding the summoning of the House session, as well as letters from the Office of the President concerning the appointment of the prime minister and the formation of the Council of Ministers.
KC will also propose the names of three other members to chair the meetings in his absence.
At the end of Thursday's meeting, the speaker will present condolence motions for former Constituent Assembly and House of Representatives members Rishikesh Gautam, Mohammad Aftab Alam, Amod Prasad Upadhyaya, and Homnath Dahal, as well as former Constituent Assembly and National Assembly member Baldev Bohora.
The process for electing the speaker of the House of Representatives may also begin as per Article 91 of the Constitution, which mandates that the speaker and deputy speaker must be elected within 15 days of the first House meeting.
Generally, during the first meeting itself, the Parliament’s general secretary is tasked with publishing the schedule for the speaker’s election. The House typically operates according to the House of Representatives Regulations, and matters not covered by the regulations follow established parliamentary traditions.
The speaker's election will be followed by the election for deputy speaker. Given the pressure of the 15-day constitutional deadline to elect both positions, the process for the speaker's election begins from the very first meeting.
Parliament Secretariat spokesperson Ekram Giri said that all preparations – including physical, security, technical, and human resources – have been completed for conducting the parliamentary sessions.
Meanwhile, the meeting of the Upper House (National Assembly) will take place in the National Assembly chamber at the Federal Parliament Secretariat.
The Constitution requires the president to summon a session of the Federal Parliament within 30 days of the announcement of the final results of the House of Representatives election. The Election Commission submitted the House of Representatives Election 2026 report along with the election results to the president on March 19.
The 275-member House of Representatives has 182 lawmakers from the Rastriya Swatantra Party, 38 from the Nepali Congress, 25 from the CPN-UML, 17 from the Nepali Communist Party, 7 from the Shram Sanskriti Party, 5 from the Rastriya Prajatantra Party (RPP), and one independent lawmaker.
