The three major parties have reached a deal to end the ongoing deadlock in the House of Representatives.
The ruling Nepali Congress and CPN-UML and the main opposition CPN (Maoist Center) reached a two-point deal on Thursday afternoon.
The first point of the deal says the parties will cooperate with the ongoing investigation by the Commission for the Investigation of Abuse of Authority (CIAA) on the visit visa issue.
The second point says that a study and investigation will be conducted into the long-standing problems seen in the Immigration Office of Tribhuvan International Airport.
However, the parties have not yet formally made the deal public.
According to the deal, the government of Nepal will express commitment to study and investigate policy, structural, and legal issues in the Immigration Office.
However, there is no mention in the three-party understanding regarding the demands raised by opposition parties, such as the resignation of Home Minister Ramesh Lekhak or the formation of an investigation committee (inquiry commission or committee) on the visit visa issue.
A UML leader told Setopati that the three parties appear to have agreed to entrust the government with the responsibility of resolving the issues seen in the visit visa case.
After the two-point deal between the NC, UML, and Maoist Center, leader of the main opposition Pushpa Kamal Dahal is holding discussions with the Rastriya Swatantra Party (RSP).
Sources close to Dahal said that he has urged the RSP to be part of the deal, saying it includes the term "study and investigation" regarding the visit visa issue.
The first meeting of opposition parties held on Thursday had concluded that there was consensus on forming an investigation committee.
Meanwhile, the House of Representatives meeting has been postponed until 1 p.m. on Friday.
The House meeting was scheduled for 3 p.m. on Thursday. It was later deferred to 5:30 p.m. to allow more time for consensus-building. But the meeting was adjourned without convening.
