CPN-UML Chairman KP Oli has claimed that President Bidhya Devi Bhandari had to issue the ordinance on election of National Assembly Friday due to widespread pressure.
"The ordinance, a controversial ordinance has been issued today. I have heard that President has authenticated that, issued that," he stated in a program organized at the party's central office in Dhumbarahi Friday afternoon. "And President perhaps had to issue it due to widespread pressure. It's my estimation."
He again claimed that the ordinance is unconstitutional. "The ordinance has been brought in a conspiratorial, sly manner through an undemocratic process violating the Constitution and the norms and values of democracy," he accused. "President has issued it. It's her business. We don't say issuing it is unconstitutional. She has issued the ordinance. It is not unconstitutional but the matter inside the ordinance is unconstitutional," he explained.
He also accused Nepali Congress (NC) of dragging the President into controversy and not respecting her. "NC doesn't show any respect if anything does not happen as it wants, and its interest is harmed even slightly," he accused.
"It's not just about lack of respect. NC sent the kids to the streets and insult the President, and asked its cronies in the media to write against her and drag her into controversy in an unfair manner when she said she will hold consultations for a while. This is an undemocratic and uncivil manner," he fumed.
President Bhandari had issued the ordinance on election of National Assembly earlier on Friday.
The issue of ordinance had dragged the President’s Office into controversy with many accusing President Bhandari of sitting on the ordinance on instruction of CPN-UML, the party she was affiliated to before assuming office.
CPN (Maoist Center) Chairman Pushpa Kamal Dahal had advised President Bhandari to issue the ordinance about election of the National Assembly during their meeting on Thursday.
Formation of the new government has been stalled as President Bhandari was sitting on the ordinance for over two months with the parties divided on whether the election for National Assembly should be held in Single Transferable Vote system or majority system.
The left alliance has been demanding that the Election Commission (EC) should announce the final results of HoR and send that to the President’s Office before formation of the National Assembly. But all the other national parties including Nepali Congress (NC), Federal Socialist Forum Nepal (FSFN) and Rastriya Janata Party Nepal (RJP) argue that the EC can determine the number of women each party will have to send to the HoR only after formation of the National Assembly.
The next government cannot be formed until the EC sends the final results of HoR to the President’s Office.
