The Supreme Court (SC) has ordered the government to decide whether to grant clemency to Charles Sobhraj notorious as the Bikini Killer.
Sobhraj, 74, had moved the SC through advocate Shakuntala Thapa, his mother-in-law, on November 5, 2018 demanding he be granted 75 percent waiver on jail term allowed for elderly citizens.
A joint bench of Justices Ishwore Khatiwada and Bam Kumar Shrestha hearing the petition on Sunday has ordered the government to take the decision on whether to grant clemency or not within three months.
There is a legal provision allowing up to 75 percent waiver in jail term for convicts above 70 years who show good behavior.
Pointing that he is almost 75, Sobhraj argued that the provision should be valid even for foreigners and not just Nepali nationals.
Sobhraj is serving a life sentence at the Central Jail since 2003 for murdering an American and Canadian women in the Kathmandu Valley in 1975.
