Twenty nine out of 44 wards of seven rural municipalities in Himalayan district, Humla, have been without secretaries.
Ward offices are lying vacant of secretaries when the ministry concerned has remained apathetic to official requests of rural municipalities for the arrangement of secretaries in each ward.
There is an arrangement of secretary in only one out of eight wards of Simkot rural municipality and all other remaining wards are operational without secretaries, said ward secretary Dharma Raj Rokaya who has been assigned with responsibility to look after affairs of ward numbers 4, 5 and 6.
Ward secretary Rokaya voiced his complaint that he has been facing tough time to perform in absence of arrangement of secretary on part of the ministry.
Likewise, Namkha rural municipality Chairperson Bishnu Lama said that there are only three secretaries in eight wards of Namkha.
Similarly, Kharpunath rural municipality has only one ward secretary out of five wards, shared Chief Administrative Officer, Chandrabir Shahi.
He further said that the absence of secretary has even marred the distribution of first trimester social security allowance.
