President Bidya Devi Bhandari on Friday has issued the Medical Education Ordinance. President Bhandari was sitting on the ordinance brought by the Sher Bahadur Deuba government on October 23 to address Dr Govinda KC's demands.
The delay by President Bhandari to issue the ordinance was raising questions about neutrality of the President's Office as CPN-UML, from which Bhandari started her political career, was against the ordinance.
Prime Minister Deuba had said Dr KC, who had visited him at his office
on Thursday, that President Bhandari cannot stop the ordinance.
The ordinance will stop establishment of new medical colleges in Kathmandu Valley for next 10 years as demanded by Dr KC. Likewise, a university will be allowed to give affiliation to a maximum of five medical colleges.
The recently dissolved parliament could not bring the medical education bill due to opposition by CPN-UML and CPN (Maoist Center).
