The three coalition partners in Bagmati province have reached a six-point agreement on power-sharing and government operation.
The agreement was reached on Tuesday between Chief Minister Kiran Thapa Magar and the three coalition partners – CPN-UML, Nepali Communist Party (NCP), and Rastriya Prajatantra Party (RPP).
The first point of the agreement expresses a joint commitment to building a prosperous Bagmati province.
The second point states that ministerial portfolios will be divided while keeping the number of ministries at no more than eight, and that the speaker of the provincial assembly will be elected from the NCP.
The third point states that a common minimum program will be prepared for running the government. A seven-member committee has also been formed to prepare the program within seven days.
The fourth point provides for the formation of a mechanism to oversee government operations, with the NCP initially assuming leadership.
The fifth point expresses commitment to make the Cabinet inclusive with women’s representation. The sixth point states that, in the ministerial order of precedence, the NCP will rank immediately after the chief minister, followed by the RPP.
The agreement was signed by Chief Minister Thapa Magar, NCP parliamentary party leader Shalikram Jamkattel, UML parliamentary party leader Jagannath Thapaliya, and RPP parliamentary party leader Uddhav Thapa.
The new government was formed in Bagmati amid disputes within the RPP. The RPP had also taken disciplinary action against four lawmakers, including its parliamentary party leader, Uddhav Thapa.
