The government has made an effort to bring uniformity to the format of applications submitted by service-seekers in various government offices and to make service delivery information-technology-friendly.
The Office of the Prime Minister and Council of Ministers has approved the Guidelines on the Format and Implementation of Applications Used in Government Offices, 2026, and issued directives for its effective implementation across all government bodies nationwide.
According to the prime minister's secretariat, these guidelines will eliminate the variations and confusion in the formats of applications used to obtain services across various government offices by establishing a single, standardized format nationwide. Additionally, the measure aims to make public service delivery simpler, easier, more effective, and citizen-friendly, while gradually transitioning traditional paper-based application procedures into digital-friendly formats.
Once the system is fully implemented, it is expected to end the situation where citizens have to write applications differently for every government office or remain in confusion. Furthermore, since applications will also be available in digital formats, it paves the way for easily accessing government services online or via mobile apps in the future, which is believed to further reinforce the vision of a digital Nepal.
The prime minister's secretariat said that these guidelines will also play a significant role in ending the hassle service-seekers face while filling out government applications, while discouraging unauthorized service facilitation practices within office premises aimed at making money.
The primary responsibility for the effective implementation of these guidelines has been assigned to the respective office heads.
