Bipin Kumar Acharya, joint general secretary of the Rastriya Swatantra Party (RSP) and a member of the House of Representatives from Dang Constituency No. 2, has launched a “Bill Lab.”
He said that the initiative aims to collect direct feedback from citizens, subject matter experts, and stakeholders regarding bills presented in Parliament.
The Bill Lab has been launched through Acharya’s official website. According to him, the platform allows users to read, understand, and discuss bills registered in Parliament, as well as to provide suggestions and amendment proposals for specific clauses.
Acharya said that while it is the government’s primary responsibility to present policies and bills in Parliament, is a shared responsibility of Parliament, elected representatives, and citizens to carefully study and refine those bills and connect them to people’s lives.
In a social media post, he wrote that since amendments prepared behind closed doors cannot fully reflect the realities of society, the Bill Lab was launched to incorporate the direct voices of the public, experts, and stakeholders.
Through this platform, citizens can provide fact-based suggestions on how specific clauses might affect their lives, professions, businesses, communities, or regions, said Acharya. According to him, they can also point out provisions that are vague, incomplete, or difficult to implement, suggesting what should be added, removed, or amended to make the law more just, practical, and people-oriented.
Acharya said that the suggestions, experiences, and amendment proposals received will be studied and, where possible, incorporated into the formal parliamentary process. He has invited citizens, experts, stakeholder organizations, and representatives of relevant sectors to read, understand, discuss, and provide feedback on bills to make the process of formulating laws a collaborative effort.
Currently, the platform allows feedback on two bills: a bill to amend and integrate laws related to films, and a bill to amend and integrate existing laws related to tourism.
Acharya said that he plans to open future bills for public discussion and citizen feedback through the same process.
