The ruling CPN finally concluded organizational unification by announcing the chiefs and secretaries in all 77 districts on Monday.
The party had already agreed that former CPN-UML leaders would lead 45 districts and the Maoists 32. Maoists were to get secretary if UML gets district leadership and vice versa, as per the agreement.
But Chairman KP Sharma Oli and senior leader Madhav Kumar Nepal, who both come from the erstwhile UML, for a long time failed to agree over sharing of the positions that former UML leaders were to get.
Oli and Nepal last Sunday agreed that the elected chiefs of the then UML will become chairman of the unified CPN in the districts where former UML leaders were to get the post of party chief, and secretary in the districts where former Maoist leaders were to lead.
Former UML leaders got to lead 44 districts and the Maoists in 33 as per the list announced on Monday. The Oli faction got to lead in 28 of those 44 districts while the Nepal faction had to make do with just 16. Similarly, the Oli faction got secretaries in 11 of the 33 districts and the Nepal faction in 22.
CPN had failed to form party committees at the lower level and unify the sister organizations even 11 months after the then CPN-UML and CPN (Maoist Center) unified.
The party's standing committee had formed a task force under Home Minister Thapa on December 28, 2018 to submit a proposal about organizational unification of the party and to resolve the discrepancies in the provincial committees within 15 days.
But the party's secretariat dissolved the task force on February 22 after it failed to complete the assigned task, and asked the chairman duo to bring a proposal on the issue of organizational unification.
The two chairmen had been regularly discussing organizational unification at the PM's residence in Baluwatar during March. But the process was again delayed as Dahal left for America for treatment of his wife in mid-March.
The party again intensified discussion after Dahal returned from America and finally concluded organizational unification on Sunday.
