The Federalism Implementation Committee has recommended 15 ministries at the center and seven in the provinces. The General Administration Ministry has forwarded the Kashi Raj Dahal led committee's recommendation to the Cabinet.
The Constitution has set a limit of just 25 ministers including state ministers at the center but it has not set any limit for the number of ministers at the provincial level.
The ministries recommended by the committee for center are:

3. Ministry of Industry, Commerce, Labor and Supplies
4. Ministry of Law, Justice and Parliamentary Affairs
5. Ministry of Agriculture, Cooperatives and Land Management

7. Ministry of Water Resources and Energy
8. Ministry of Foreign Affairs
9. Ministry of Forests, Science and Technology
10. Ministry of Physical Infrastructure and Transportation
11. Ministry of Women, Social Justice and Federal Affairs
12. Ministry of Defense
13. Ministry of Education and Communication
14. Ministry of Culture, Tourism, Civil Aviation and Sports
15. Ministry of Health and Population
