It has emerged that Birbal Tamang, chairman of Kispang Rural Municipality in Nuwakot, who was arrested while leaving Singha Durbar after discussions with Prime Minister Balendra Shah, was a fugitive defendant in 10 cases.
PM Shah held discussions with local representatives from flood-affected areas at the Office of the Prime Minister and Council of Ministers on Monday. Tamang was also present at the meeting.
After it was discovered that an arrest warrant had been issued against him, a team from the Durbar Marg Police Circle arrested him. Senior Superintendent of Police Dilip Ghimire of the District Police Range, Kathmandu, said that a review of police records showed Tamang had been listed as a fugitive defendant in 10 cases.
“It was found that there were 10 cases against him and that he was absconding,” Ghimire said.
According to Ghimire, Tamang faces nine banking offense cases and one fraud case.
Sunmaya Gharti had filed a complaint against Tamang, claiming damages of Rs 30.4 million. After completing their investigation, police submitted the case to the District Government Attorney’s Office on February 17.
Similarly, Herakaji Bade filed a complaint seeking Rs 10.33 million in damages. Police completed the investigation and submitted the case file to the government attorney’s office on December 3, 2025.
Police records show that Ek Bahadur Bagale had filed a complaint against Tamang alleging a banking offense involving Rs 4.8 million. The investigation report was submitted to the government attorney’s office on approximately December 24, 2023.
Police said that an investigation report concerning a complaint filed by Bijay Singh Lama, alleging a banking offense involving Rs 9.5 million, was submitted to the government attorney’s office on November 25, 2023.
Likewise, a fraud case involving Rs 25.6 million was investigated, and the investigation report was submitted to the government attorney’s office on August 27, 2024.
Police records also show that Tamang was listed as a fugitive in cases involving alleged damages of Rs 200,000 in Bhaktapur, Rs 7.5 million at the Janasewa Police Circle, Rs 525,000 at the Durbar Marg Police Circle, and Rs 1.98 million at Lainchaur. Police said that there was also a case against him in Maharajgunj, but details could not be located because the case file was destroyed during the Gen Z movement.
