A seven-member committee has been formed under the leadership of Nepali Congress lawmaker Jeevan Pariyar to investigate the errors in the Federal Civil Service Bill.
Speaker Devraj Ghimire formed the committee on Monday to study and investigate the discrepancies regarding the cooling-off period provision in the report submitted to the House of Representatives by the State Affairs and Good Governance Committee and in the committee's discussions, agreement on principle, minute, electronic records, audio-video recordings.
The committee has been named the "Special Committee to Investigate Errors in the Report of the Federal Civil Service Bill."
The committee consists of two members each from the Nepali Congress and the CPN-UML, and one member each from the CPN (Maoist Center), Rastriya Swatantra Party (RSP), and Rastriya Prajatantra Party (RPP).
Lawmakers on the committee include Jeevan Pariyar and Sushila Thing from the Nepali Congress, Ishwari Gharti and Narayan Prasad Acharya from the CPN-UM, Madhav Sapkota from the Maoist Center, Ganesh Parajuli from the RSP, and Roshan Karki from the RPP.
The committee has been assigned four responsibilities and given 21 days to complete its work.
The State Affairs and Good Governance Committee of the House of Representatives had decided to urge the National Assembly to retain its original decision on the cooling-off period and to request the speaker to form an investigation committee. Following this, Speaker Ghimire held discussions and formed the committee.
The cooling-off period provision was included in the bill prohibiting civil servants from taking up constitutional and diplomatic appointments for up to two years after retiring or resigning.
The Federal Civil Service Bill was passed by the House of Representatives on June 29.
However, there has been widespread criticism citing discrepancies between the report submitted by the State Affairs and Good Governance Committee to the House of Representatives and the Federal Civil Service Bill passed by the House regarding the cooling-off period provision.
