The latest report prepared on the basis of discussions held in the State Affairs Committee of the parliament has proposed different arrangements for women and men while providing naturalized citizenship on the basis of marriage.
The report has proposed that the foreign woman who marries a Nepali man can acquire naturalized citizenship after seven years of stay if she so wishes while the foreign man marrying a Nepali woman will have to wait for 15 years.
There are restrictions for such foreign men to acquire citizenship even after 15 years. The foreign man must have stayed in Nepal for those 15 years, should have impeccable manners and must speak one of the many languages spoken in Nepal.
The report has also proposed another discriminatory provision of issuing a marital identity card to ensure the woman marrying a Nepali man can exercise other rights apart from political rights during the waiting period of seven years. There will be no such identity card for the foreign man marrying a Nepali woman.
