Speaker Krishna Bahadur Mahara has proposed handing over probe of two separate incidents of police killings in Sarlahi district to the State Affairs Committee of the parliament.
The main opposition party Nepali Congress (NC) and another opposition party Rastriya Janata Party Nepal (RJP) have been obstructing the House demanding parliamentary investigation into killing of Sarlahi incharge of Netra Bikram Chand-led CPN Kumar Paudel, and that of Saroj Narayan Singh during a demonstration.
The ruling CPN is not ready for parliamentary investigation into these cases and has been saying they should be investigated either by the State Affairs Committee or the Law, Justice and Human Rights Committee.
Speaker Mahara now has proposed to hand over the responsibility of investigation to the State Affairs Committee through a special instruction by the House of Representatives (HoR) meeting. "All-party consensus is necessary for parliamentary probe. We can move forward by instructing the committee through the House," Mahara said.
Mahara has also called an all-party meeting on Thursday to end House obstruction. "We can also form a parliamentary probe committee but all parties should agree. The ruling parties currently do not agree," he pointed.
He claimed that he has been trying to end House obstruction by holding separate discussions with the ruling and opposition parties. But the main opposition NC has been accusing him of acting like a shadow of the ruling parties.
Speaker Mahara extended the House meeting on Wednesday for an hour forcing the opposition parties to stand and chant slogans for an hour. He has also been switching the microphones off while the opposition lawmakers chant slogans.
