The Nepali Congress faction led by former party president Sher Bahadur Deuba has unveiled the five-point proposal it sent to the establishment faction for party unity.
The Deuba faction, which did not participate in the special general convention held in January, had put forward the five-point proposal to create an environment conducive to its participation in the 15th general convention announced for October.
The proposals were made public on Sunday at a press conference held at the faction’s liaison office in Chundevi, Kathmandu.
The faction said that the proposals had been sent to Vice-president Bishwa Prakash Sharma on June 1, but that it had not received any response so far.
The establishment faction, however, had said that no response had been received to the proposal sent via WhatsApp.
“We had agreed to make every possible effort for party unity, but the leadership that emerged from the special general convention has neither made nor appeared willing to make any meaningful effort for such a long time,” leader Min Bahadur Bishwakarma said at the press conference. “We have therefore concluded that a national gathering should be held within the month of Shrawan.”
The Deuba faction’s proposal:
First, complete the central committee led by President Gagan Thapa by merging the office-bearers and members of the committee elected by the 14th general convention with the committee elected by the special general convention.
Second, form a central executive committee in which President Thapa would have a majority.
Third, announce the schedule for the 15th general convention through the reorganized central committee.
Fourth, form various committees related to the general convention with a majority representing the current establishment faction.
Fifth, since active party membership is required to participate in the general convention, all active members whose membership was finalized by a committee headed by current President Thapa (then general secretary) before the current dispute within the party should automatically be allowed to participate in the 15th general convention. Their details should be entered digitally on an ongoing basis, and digital entry should not be treated as “renewal” or linked to eligibility to participate in the general convention.
