The obstruction in House of Representatives (HoR) has ended on Monday after formation of a study and recommendation special committee under deputy parliamentary party leader of ruling CPN Subas Chandra Nembang.
Speaker Krishna Bahadur Mahara has mandated the committee including lawmakers Dev Gurung and Binda Pandey of CPN, Minendra Rijal and Pushpa Bhusal of the main opposition party Nepali Congress (NC), Uma Shankar Argariya of Socialist Party Nepal and Laxman Lal Karna of Rastriya Janata Party Nepal (RJP) to forge consensus as per the Constitution, and established norms and values to end the obstruction and make the parliament effective.
The committee has been given a mandate of one month.
Speaker Mahara had held an all-party meeting before forming the committee. The meeting agreed to form such a committee.
The main opposition party NC and another opposition RJP had been obstructing the House demanding parliamentary investigation into killing of Sarlahi incharge of Netra Bikram Chand-led CPN Kumar Paudel, and that of Saroj Narayan Singh during a demonstration.
The ruling CPN was not ready for parliamentary investigation into these cases and was saying they should be investigated either by the State Affairs Committee or the Law, Justice and Human Rights Committee.
The parties during Monday's all-party meeting concurred that such an investigation may overlap the investigation being carried out by the constitutional body National Human Rights Commission, and agreed to resume House.
RJP has also been demanding that the report of Girish Chandra Lal commission formed to probe reported atrocities during the Madhes movement be made public.
Speaker Mahara has also instructed the government to soon make the report public.
