The government is doing homework to bring employee integration ordinance by evading the federal parliament.
The 11-page ordinance prepared by the Ministry of Federal Affairs and General Administration has been sent to the Cabinet with opinions of the Finance Ministry and the Ministry of Law, Justice and Parliamentary Affairs.
The government is bringing the ordinance with attractive offers after failing to provide sufficient staffers for the provincial and local governments.
There are 89,000 staffers with the federal government despite posts for just 45,000 whereas the provincial and local governments do not even have one-third of the positions created for them.
The staffers with the federal government will be given perks and benefits of a level higher if they agree to go to the provincial and local levels. "The ordinance has already been registered with the Cabinet," Spokesperson at the Ministry of Federal Affairs and General Administration Joint Secretary Suresh Adhikary told Setopati.
The ordinance mentions that the staffers who will retire in less than two years will not be sent to the provincial and local levels, and spouses will be deputed at the same place as far as possible.
The ministry will form a committee under the secretary to survey organization and management of the staffers, and the committee will recommend organizational structure and positions for staffers as per the level-wise system.
Seniority in the current position, the province or local body currently the staffer is serving at, points received for working at remote areas, current permanent address and the address mentioned in the citizenship certificate of the staffer have been mentioned as the criteria for integration in the ordinance
