The government has presented the Bill to Amend Some Nepal Acts in Parliament to give legal recognition to provisions concerning the removal of public officeholders.
Minister for Law, Justice, and Parliamentary Affairs Sobita Gautam said that the bill was introduced with the aim of reactivating provisions contained in an ordinance issued on May 2 that has since become inactive.
Responding to questions raised during Tuesday’s meeting of the House of Representatives regarding the bill, Minister Gautam clarified that the bill did not represent a new policy decision but was an effort to address a legal vacuum.
Responding to theoretical questions raised by lawmakers during the discussion, Gautam said that there were no further complications regarding the bill.
She said that the primary objective of the bill was to eliminate the legal vacuum that emerged after the provisions covered by the ordinance ceased to remain in force.
“The provisions advanced by the government through the ordinance in accordance with its policy decisions automatically ceased to exist once the ordinance became inactive. This bill has now been introduced to legally revive those same provisions,” she said.
The government has fast-tracked the legislative process to resolve the legal complications arising after provisions concerning the removal of public officeholders were removed following the expiry of the ordinance.
